These are caused by storing the saddle on a saddle rack where the metal rails run along the body of the panel like these designs.  The weight of the saddle alone can be enough to cause this over time, but if you store one saddle on top of the other this can happen quite quickly.

Please always choose a saddle rack with the pole design it will save you money in having your saddle re-flocked and will help stop pressure points from developing in the panel.
